Narcan is FDA-approved OTC. Test strips are for harm reduction and forensic use; they indicate presence of the substances they are designed to detect and do not prevent overdose. Fentanyl test strips are legal in Minnesota; several states still classify them as paraphernalia, so out-of-state orders need a ship-to allow list or purchaser attestation. NRT is OTC.
